Need and Aim
NEED FOR AN INSTITUTION FOR PUBLIC LEADERSHIP
- The country has rich experience of democratic system. The constitution has assigned special role for governance to elected leaders from village level to central government. Similarly there are elected leaders to head co-operatives, trade unions, trade organizations and like.
- The elected Public Leaders need to be knowledgeable, committed and efficient for good governance.
- There are no recognized or known organizations in India or abroad dealing with Public Leadership programmes.
- There is a need to develop public leadership in every fields and at all levels of governance from village to centre.
- Young students need to be trained so that they can become future leaders and can assume responsibilities.
- In the international context, there is a need for capacity building and experience-sharing between countries.
- Public Leaders are most often not aware of the sphere of their activities, duties and responsibilities
- Prevailing education systems do not specifically focus on Public Leadership development.
- They are known to focus on technology and knowledge development.
- Existing institutes and professional bodies engaged in management, development and social sciences do not have thrust on Public Leadership.
- Courses offered by Existing Institutes treat leadership in a general manner with focus on management of private organizations.
- Public leadership assumes great significance from the view point of rural development and removal of poverty.
Misson
- Strengthening the capabilities, attitudes and behavior of elected representatives. Particularly at grass root level.
- Preparing the young generation to assume responsibility as elected leaders and to remain committed to the needs of the country.
- Preparing existing leadership to face challenges of globalization, spread of Naxalites and terrorism and issues like farmers suicide.
Objectives
- To create a platform to promote public leaders from less privileged communities.
- To sensitize and build capacities of existing leaders of grass root levels, but with focus on rural leadership and students leaders.
- Make them aware of the sphere of their activities,duties and responsibilities- specially for the poor people.
- Give them tips on how to work together as a team and take work from their staff members.
- Generate and disseminate knowledge on issues of public interest and leadership in institutions at grass root level.
- Special emphasis on empowering women and young students to assume responsibility.
Strategy
It has been envisaged to tackle the issues of developing Public Leadership at various levels through development of Training Modules and training materials. The strategy is as follows.
Short term Activities.
- Brainstorming Workshops (One day)
- Seminars (One day)
- Training Workshops (2 to 10 days)
Medium term Activities.
- Two to Six weeks training programme.
- Certificate Courses (2 to 3 Months)
- Diploma Course in Agriculture Management (Six Months)
Long term Activities.
- Diploma and Post-Graduate programme (1 to 2 Years)
- Doctoral and Post-Doctoral Research Courses.
- Collaboration at National and International levels.
- Consultancy in the field of Agriculture and Rural Business Management.
- A resource center with high quality reference books and audio-visual material.
- Satellite links with similar institutions and other resource organizations.
- Cooperation with Global international organizations such as UNDP, ILO and World Bank.
- Research to understand the leadership crisis of developing countries.
- Collaborative programmes jointly with organizations and universities of other countries.
