Programme

Performance Review 2009-10

In the current year, over and above the training programme for Chairman of Cooperatives, Leaders of Women SHGs, Trade Union Leaders, Agricultural Graduates and Post Graduates students, the training programme for Sarpanches of Gram Panchayats, and Agri-entrepreneurship are initiated. The training is imparted at the taluka head quarters / village where participants find themselves in more comfortable environment.

In all 3979 participants from various categories such as Sarpanch, Chairman of Co-operatives, Women Leaders, Trade Union Leaders, Professors and Agricultural Scientists, Students of Agricultural & Business Management were provided training and orientation through 103 Training Workshops making cumulative 8188 trainees since inception.

The focus was economic activities undertaken by Self-help groups at village level and competence building of their members. The major landmark event was organization of International Conference on Global Warming, agriculture, sustainable development & public leadership at Gujarat Vidhyapith, Ahmedabad between 11-13 March 2010 with an Exhibition on climate change.

The outcome of conference is ” Ahmedabad Declaration”.

Workshop
DAIRY CO-OPERATIVES

Village level milk co-operative is income generating venture managed by members who are animal holders. The Chairman of Milk Cooperative society play vital role in enhancing milk production and collection. The special training programme was developed to make the Chairman more effective in discharge of their day to day duties.

The extension and supervisory staff of District Milk Unions is link with village level society. It plays a vital role in improving the working of societies and providing them services including veterinary and health care of animals.

The training workshops for Chairmen and staff of village level milk producers co-operative societies from Sabarkantha, Panchmahal, Surat, Valsad and Dang districts were organized in collaboration with respective District cooperative Milk Unions.

The post training feed back received from participants revealed that :-

  • There is a increase in membership and number of animals.
  • There is a increase in milk production.
  • It has helped them in understanding their role and responsibility.
  • It has helped them in changing their attitude towards the members.
  • Helped them in improving their communication skills.
  • They have understood their responsibility to help poor families.
  • They have understood the threat of private competition and learned how to compete with them employment.

TRADE UNION LEADERS Training workshops for Trade Union Leaders were organized in collaboration with Mahatma Gandhi Labour Institute and Labour Commissioner, Government of Gujarat. The main objective is to motivate union leaders to take up the new role of leadership leading to higher productivity and growth rather then creating confrontation with management on trivial issues.

The feed back received from participants revealed that :-

  • They understood the role of leaders for increasing productivity.
  • They learned how to solve conflict.
  • They learned how to maintain peace and harmony with management.
  • They learned how to speak in public and present their views without fear.
  • They understood challenges from un-organized and contract based wage employment.
  • They understood how to keep their union active and be helpful to its members.

WOMEN LEADERSHIP

Leaders of Women Self Help Groups :-Keeping in view Self Help Group movement as key to women empowerment a special training
module was designed. 111 trainings covering 3599 participants from different parts of Gujarat were organized in collaboration with, Rural Development Department and SEWA at the places convenient to the trainees.

The participants include leaders and Members of Self Help Group of Village Level and Sakhimandals. The detailed information is shown in Annexure-A.

The  feedback received from the participants revealed that :-

  • Participants realized the role which Self help groups can play to help themselves and community.
  • They learned how to get along with each other as a group.
  • They realized the need of regular meeting for programmes of their work.
  • They understood how they can come out from the clutches of private money lenders through internal loaning from SHG.
  • They started becoming co-operative and helpful with their own members and village community.
  • It has realized that they can undertake their own economic activity even with less capital and be successful.
  • Importance of maintaining quality of their product was realized for its successful marketing.
  • They developed courage to contact the Government Officers, Bankers and Traders on their own.
The two interesting case-studies are as under :-
Smt. Champaben Parmar

Smt. Champaben Parmar formed the Jayshree Umiya Mata Sakhi Mandal (SHg) in her village Chadotar, Palanpura Taluka, Banaskantha. She is the leader of the group with 11 members. They are saving Rs.50/- each per month. Champaben is educated and committed to the work of upliftment of women. She is using her Sakhi Mandal as a tool for empowering women of Rural Areas.

She is having a good rapo with the most of the village and taluka level governmentfunctionaries associated with Rural development activities. From the very begining she started pursuing members of her Sakhi Mandal to undertake some or other economic activity to supplement the income of their families. The members of Sakhi Mandal aggred to undertake transport activity to avail the advantage of lot of transport activities going on in Rural areas.

SHG applied to the Bank for a loan. Most of the members of her Sakhi Mandal were BPL. Bank sanctioned loan of Rs.2,50,000/- and DRDA sanctioned subsidy of Rs.125000/- to encourage women for income generating activity.

Champaben inquiried about purchase of Pick-Up Van with local dealers and procured pick-up van SHG started using it for transportation of passengers and goods. The SHG is receiving orders from adjoining village also. During first month they could earn net income of Rs.4000/- and which has gradually increased to Rs. 6000-7000 per month.

Pavanba Vaghubha Jadeja

Pavanba is from village Sonal Nagar, Ta- Lakhpat, Dist- Kutchh. About 8 years before she was attracted by the idea of forming a Self Help Group to empower Rural Women. She formed a “Satya Mata” Self Help Group with 12 members of her village.

Since, she belongs to a conservative Sodha Rajput Community; she thought it desirable to unite women of Sodha Rajput Community in SHGs. She had an inherent vision and ability to start something unusual and new. Normally SHGs initiate efforts of undertaking economic activity after a year or so, but in this case, they initiated efforts to undertake economic activity to supplement family income within six months. Initially she raised internal loan for cattle buying. She repaid loan from milk earning. She repeated the exercise and increased the six cattle strengths in due course. Unfortunately all six cattle died during draught. She overcome the frustration and thought of a new business activity. Pavanba came out with an excellent idea to sell fodder to maintain the milch cattle because milch cattle was their main occupation. Some of the members liked her idea but none of them shown willingness to undertake this activity because of their earlier failure.

Pavanba was mentally strong enough. She did not give up her idea but went on her own. She identified Sabarkantha district to purchase fodder. She went there to met owners of fodder farms and negotiated with them and finalized purchase. She hired a truck for taking fodder from Sabarkantha to Kutchh. Not only this, but she has traveled in the same truck and traveled with driver from Himmatnagar - Sabarkantha to Kutchh. This required a great courage.

This became a regular business. Initially she used to purchase 2 trucks of fodder and selling to only 10 to 15 cattle breeders and earning on an average Rs. 1500 to 2000 per month. Now this is increased to 3 trucks per month with earning of Rs. 3000 to 3500 profit per month. Gradually the customers went on increasing and now 70 to 80 cattle breeders are purchasing fodder. The number of cattles increased from 70 to 1500 and the production of milk also increased due to the nutritious fodder. This increased her confidence and alongwith this activity she started selling of Solar Battery in the surrounding villages and with earning of Rs. 1500 to 2000 per month.

Thus Pavanba has set an example is to how Rural Woman can go on her own at a village level for a business enterprise and run it successfully.

Capacity Building of Tribal Youths

A innovative Capacity Building Training Programme was organized for the Tribal Youths at Vansda-Navsari District. There were boys and girls who were provided vocational and skill upgradation training. But they were not provided/guided how to start a micro enterprise at village level on their own. On the other hand there were not enough job opportunities in the skills they had developed. Hence idea of providing a short training programme in setting of micro enterprise was mooted. In all 106 tribal boys and girls were given 10 days intensive orientation on how they can setup their own micro enterprise. This included identification of place where there is a need for such enterprise, how to procure equipment and run the business or service - including resource mobilization for the same.

SARPANCHES OF GRAM PANCHAYATS

Gram Panchayats are local bodies who are entrusted implementation of all development programmes including collection of taxes & maintaining of civil amenities. The Sarpanch is head of Panchayat with varied responsibilities. This has further increased due to
introduction of rural employment guarantee programme. Two days training workshops were organized for Surpanches in collaboration of District and Taluka Panchayat. Training covered their statutory duties, rural development programmes, team building, grievance
redressal and how to supervise local works

While imparting training it could be observed that :-

  1. Most of the Sarpanches were not aware about sphere of their activities, role and responsibilities.
  2. Sarpanches were not able to take work from their Talati cum Secretaries & other village level functionaries under them.
  3. They were not aware about role of audit and maintenance & supervision of accounts.
  4. Many lacked communication skills while dealing with members of public and were not good public speakers.
  5. They were not aware about how to get increased share (funding) from Gujarat Government and non govt. Organisations
During the course of training it could be noticed that :-
  • They received an intensive orientation for the first time and understood their role, duties and authority they have as local level leaders.
  • They learnt how to encourage members of Gram Panchayat to participate in village levelactivities.
  • They understood the Value of Gramsabha for getting people’s participation and understanding their grievances and solving their problems.
  • They learnt how to develop team spirit and share the responsibilities.
  • They realized their own role – in helping families below poverty line and provide them employment.
STUDENTS LEADERSHIP
The future generation-students have immense opportunities in Public Leadership. Special five days training module was developed to sensitize them. It covers various opportunities which they can seize by becoming an entrepreneur, self employed, elected public leaders like Sarpanch, MLA, MP, etc. member/ Chairman of village level or Taluka cooperatives or self help groups, NGO, Civil Service and like. The training included achievement motivation, communication skill, information technology, resource mobilization, team building, net working, project planning, formulation and implementation of project. Training programmes were organized covering students of Agricultural Universities at Junagadh, Anand, Navsari, Dantiwada. At Ahmedabd one mega event was organized in collaboration with Gujarat Chamber of Commerce and Industries, in which 450 students and teachers participated. :-
The observations and feedback received from the students that :-
  • They learn about a wide spectrum opportunities that are available to them.
  • They come to know what Leadership qualities they already have and which qualities are
  • missing and how that can be acquired.
  • They learnt how they can grow as a leader in public or private organizations or by being self employed.
  • They understood what qualities one should have to become a successful person.
  • They learnt how to build up a team.
  • They learnt the art of public speaking.
  • They learnt how to decide a goal, develop a plan and start working for its implementation.
CASE STUDYA Young Girl’s Transformation into Contributory Enlightened Citizen

Prajapati Nirali Dhirajbhai

Nirali took B. Sc (Agri) degree in the year March, 2009 from Sardar Krushinagar Dantiwada Agricultural University. She was awarded Two Gold Medals (1). Vice Chancellor Gold Medal for all rounder student (2). Topper in Agricultural Economics in final year. She is from a business family. Her father is a successful diamond merchant. He encouraged his 3 daughters and 1 son to do something special in life. Nirali took this as a challenge. Actually Nirali was a moderate student who secured only 55% marks in 12th Science stream.

5- Days Leadership Training by ISPL:

When she was in a final year of B. Sc (Agri) 2008-09, she participated in 5- Days Leadership Training Programme, conducted by ISPL at Dantiwada University. She took active part throughout in the programme and acted as a group leader in events like role play, quiz and sharing critical events of the life. She played a unique role in the Leadership Programme and the Select Committee consisting of Senior Professors of Dantiwada University adjudged her as the Best Participant and awarded the Best Participant Shield.

2- Months AC ABC Programme Conducted by ISPL:

After passing her B. Sc (Agri) in March, 2009, she joined the AC ABC programme organized by ISPL at Dantiwada University. She was regular in attending all the business sessions and was taking active part in the interactive sessions. Her preparedness to learn things was remarkable. She was of opinin that AC ABC training has given a strong pathway to her agro- based technical knowledge. She felt that even with a bright career in B. Sc (Agri) my life would not have got the holistic view of the life and productive use of technical knowledge on agriculture for ailing the agro- scenario of the country. The entrepreneurial skill and managerial knowledge brought a change in her career. She felt the AC ABC inputs should be a must for every agriculture graduate.

The objective of the AC ABC training is to motivate the agri – graduates to entrepreneurship. She took it in a right spirit. During the training she thought to do something on her own. She originally planned to go for growing herbal plants and to establish the business unit for use of herbal products. During market survey and exposure visits, she found this proposal little difficult. She deliberated with her family members. She was fascinated by the talk of her cousin, who is a nonagri student and is running a successful cattle farm at Deesa. With the constant visits and deliberations, she finally decided to establish cattle farm at Deesa with 10 buffaloes and prepared a Detailed Project Report of Rs. 10 lacs. She is actively working on this project.

She was fascinated by the ISPL team. Therefore she participated in :-

2-Days Seminar on “Opportunities and Challenges for Future Generation in Leadership” organized by ISPL in collaboration with Gujarat Chamber of Commerce and Industries (GCCI) during 26/12/08 to 27/12/08.

3- Days International Conference on “Global Warming: Agriculture, Sustainable Development and Public Leadership” during 11th to 13th March, 2010 at Gujarat Vidyapith organized by ISPL.

She developed self confidence, initiative, innovativeness, integrity, commitment to assigned work, and motivating group members on right things, tolerance for ambiguity and adverse remarks, readiness to accept others views, transparent character, friendly approach with fellow friends.

PROGRAMME FOR UNIVERSITY TEACHERS

Teachers are key to mould the future generation. The present education system does not cover concept of imbibing values of leadership in teachers. It was therefore thought of to make them aware about “Leadership” concept. Accordingly a teaching module was developed to cater the needs of University to make them as successful competent educational leaders alongwith teachers and research scientists.

5 workshops were organized 210 assistant professors and scientists of Agriculture Universities one each at Anand, Navsari, Junagadh and Dantiwada.

CHAMBER OF COMMERCE & INDUSTRIES

A training programme covering 35 Office bearers was organized for South Gujarat Chamber of Commerce and Industries at Surat to enhance their Leadership skills, to enable them to solve the issues related to the development of Commerce & Industries.

AGRI CLINICS AND AGRI BUSINESS CENTRE TRAINING PROGRAMME

The Ministry of Agriculture, Government of India, New Delhi introduced a Scheme of ACABC to promote Agriculture graduates to go in for Agri Enterprise rather then wage employment. The National Institute of Agricultural Extension Management (MANAGE), Hyderabad is assigned the work of organizing training of ACABC. The objective of the ACABC Scheme is to encourage agricultural graduates to entrepreneurship, agripreneurship.

All the 136 trainees prepared Project Proposal with the aggregate investment of Rs. 12.03 Crores. 116 out of 136 trainees have continued to peruse their proposals and the remaining have lost interest due to attractive employment, or to pursue higher study or got discouraged due to non co-operative attitude of the Bankers.

Out of 116 trainees 52 have already set up agri enterprises of their choice with an investment of Rs. 5.93 crores. Agri. enterprises includes Clinical Services, Cattle Farm, Vermi Compost, Nursery, Pest Control, Seed Processing and Agro Service Centre etc, as under:

Some interesting success stories are as under :-

Umretia Atul R.

Atul is a B.Sc. (Agri) graduate of the Agricultural University, Junagadh, March, 1994. During his studentship, he observed the traditional agriculture profession in his area and became very unhappy. He determined that he will go for an agri. enterprise and would use his technical knowledge for helping the farmers. He was in dilemma with several ideas in his mind. Ultimately he started his small agri. business centre near his nativeplace Mendarda, Dist. Junagadh under the banner of “Ganesh Beej Nigam”. He started tiny unit with rental accommodation.

Atul is from a humble farmer family. He managed the start up funds from friends and relatives. He joined ACABC Training at Agricultural University, Junagadh during January–March, 2009. At the end of the training he prepared a project report for Rs.12.70 Lacs under ACABC Scheme and submitted first it to the Union Bank of India, Junagadh Branch. Subsequently he changed the bank to State Bank of India, Mendarda Branch. He is yet to receive sanction for loan from Bank, but this did not dishearten him. He started on his own and now he is running a very successful venture. He has as his clients more then 500 farmers spread over 35 villages. He feels happy about upliftment of farming community.

Ribadia Mathurbhai B.

Mathurbhai is a son of a farmer. He passed B. Sc (Agri), from Agricultural University,
Junagadh in March, 1994. He always aspired to go for a business rather than a job. After
completing the study, he thought of starting a business unit for supply of inputs
and equipments to farmers backed –up by technical know how to rural farmers.

He got the information about ACABC programme to be conducted at Junagadh
from his class mates. He was eager and he contacted ISPL immediately and got
selected. He feels happy about the training inputs that it totally changed his career and practical issues got resolved. Market survey and exposure visits crystallized his ideas. He prepared a Project Report for Rs. 12.70 lacs and submitted to Sate Bank of India, Bilkha Branch.

Unfortunately the bank delayed the sanction. But he started his business without bank finance with the help of Family and Friends. Currently he serves 550 farmers in 15 villages. He earns about Rs. 20,000/- per month and hopeful about business growth

Patel Bhikhabhai B.

Bhikhabhai Patel is a B. Sc (Agri) graduate of Anand Agricultural University. He was a
student with a creative thinking and was unhappy with the lower agricultural
production of India. He thought of providing modern agricultural equipments to small and marginal farmers on rental basis. Soon after his graduation he was not tempted by handsome salary available to agriculture graduate. He wanted to start a Farm Service Centre at his native place Kuni, Ta- Thasra, Dist- Kheda.
When he came to know about the ACABC programme to be conducted at Anand, he decided
to participate. He got managerial and entrepreneurial inputs from the management and
agricultural experts and was enthused to set up his business with farm equipments like
tractors, threshers etc. At the end of the two –month training, he prepared a Project Report for Rs. 10 lacs and submitted to State Bank of India. The bank sanctioned loan of Rs. 4.70 lacs and disbursed it. With this bank assistance, he purchased tractor and other agri related equipments.

He plans to expand his business further. He serves 200 farmers in 7 villages. He earns well and feels that it is more than a job and gets an added satisfaction of helping farming community of his area.

ISPL is recognized as a nodal agency by MANAGE, Hyderabad for Gujarat State. It has conducted 4 programmes up to March, 2010 and trained 136 agriculture graduates. First three programmes were organized in collaboration with the three agricultural universities of the Gujarat while the last Programme was organized at Ahmedabad. The details are as under

Chauhan Agerasinh Amarsinh

Mr. Agarsinh is from landless poor family which depended on agriculture labour. His native place is Chitroda, Ta. Idar, Dist. Sabarkantha. He studied BRS (Bachelor of Rural Studies) at Sabar Gram Vidyapeeth, Sonasan, Ta. Pratij, Dist. Sabarkantha 1996 and did his MRS post graduation from Dumisan, Ta. Upleta, Dist. Rajkot in March, 1998

When he searched for a job, he offered Rs. 5000/- per month. Considering family liability and their needs, he found this difficult and thought of starting a business of his own. During his study he was impressed by the growth opportunities in Agriculture.

During this time he heard about AC ABC Training Programme to be conducted at Anand Agricultural University between 23-3-2009 to 22-5-2009 by ISPL. He seized the opportunity and oined the training. He gor good idea about resouce mobilization, entrepreneurial ability needed and managerial skills. He prepared a proect report for setting up of a Nursery of Rs. 16.00 lacs and submitted to Bank of Baroda, Anand Branch Manage, Bank of Baroda pushed off his application and advised him to contact some Gramin Bank for assistance. But his efforts were in vain. He decided to setup a Nursery at Rajpur Village, Ta. Himmatnagar a location on National Highway. Initially with his limited financial resources he took 3 vigha (5000 sq. yard) @ Rs. 1500 on lease. With very good demand for plants, he was encouraged and he obtained additional 4 vigha (10000 sq. yard) land and also constructed a bore well for irrigation.

His Nursery is making available all kind of plants like Mango, Chiku, Papaiya, Kau, Floriculture, Vegetables and ornamental plants.
Presently he earns about Rs. 30,000/- per month and is expectiong to double his income within a short period says Shri Agarsinh. He further states that “I have been successful in lifting my family from poverty to a handsome life. I feel that agricultural entrepreneurship can bring such a dramatic change with the encouragement by the institure like ISPL.”

CHAIRMAN OF KHADI AND VILLAGE INDUSTRY

One programme Covering 42 Participants was organized to improve their Leadership Qualities to improve their ability for better Management the Business of Outlets, how to improve productivity etc.

A training programme  covering 35 Office bearers was organized in Collaboration with South Gujarat Chamber of Commerce and Industries, at Surat  to enhance their Leadership skills,  to enable them to solve the issues related development of Commerce  & industries.

  • Women leadership programme for Self employees women for entrepreneurship.
  • In addition to on going competence building training programmes following areas are being covered.

  • The workshop dealt with subject related to “Opportunities and Challenges to Indian Economy in next decade” by Dr.Mukul Asher, “Opportunities in Leadership” by Dr.Kirit Shelat, “Excellence in Learning and Leadership” by Dr.Narayan Gurujee, “Entrepreneurship in Leadership” by Dr.N.H.Atthreya, Session on “What goes on to making of a Leader” had persons from different walks of life – like Ms. Shruti Shroff – Shroff Foundation, an NGO, Hasmukh Patel – G.M. Agro Cell Ltd. – Organic Division, Shri Bhupendrasinhjee Solanki, M.P. & Chairman of Panchmahal District Milk Cooperative Union, Pujya Adhyatmanand Swamijee – on Spiritual Leadership. Shri Soparkar – Shri Chauhan, Shri Gupta narrated their own experiences – how from a humble beginning they reached top as entrepreneurs.  Prof. Kikani – V.C., Junagadh Agricultural University sopke on Educational Leadership. Shri Shrenik Kasturbhai – eminent industrialist and educationalist inaugurated while Shri Purshottam Rupala – M.P. & President BJP Gujarat gaveValedictory address. Shri H.R.Patankar – Rtd. Chief Secretary, Prof. Pestonjee and Prof. Gaikwad – Ex - IIM faculties – Chaired Various Sessions. Workshop evoked great interest and there is demand to have similar workshop within and outside state.
  • Workshop on “Opportunities for Future Generation in Leadership” for Students, Teachers & NGOs are being planned at Vapi-South Gujarat, Vadodadara-Central Gujarat, Rajkot-Saurastra & in Mumbai & Delhi.

SPECIAL PROGRAMME FOR AGRICULTURE : LEADERSHIP

With a view to promote Agriculture graduates to take up Agro Business Enterprise, Entrepreneurship training programme are being organized at Junagadh, Anand, Navsari and Dantiwada. The MANAGE, Hyderabad, has recognized the Institute for Agri Clinic and Agri Business Management training programme of Government of India. This covers the following areas :
